About Academic Senate Universitas Sumatera Utara

The Academic Senate (SA) at Universitas Sumatera Utara (USU) is a body that develops and formulates academic policies and carries out supervision. Its membership includes Vice Professors at Large (WGB), Non-Professorial Lecturers at Large (DN-PB), Rector, Vice Rector, Deans, and Director of the Graduate School. Academic Senate members from WGB do not exceed 25% of the total Council of Professors at Large (DPB), while DN-PB members cannot be more than three people and are selected through elections in their respective Faculties. The term of office for Academic Senate members is five years, with one chance of re-election, except for ex-officio and WGB members. The Rector, Vice Rector, Dean, and Director of the Graduate School are ex-officio members. The Academic Senate is also divided into four commissions that focus on various aspects, including the Academic Institutional, Planning and Budget Commission (KKPAP&A), the Research, Development and Community Service and Innovation Commission (KP3M&I), the Education Commission (KP), and the Academic Quality Assurance and Monitoring Commission (KP&PMA).

Chairman of Academic Senate USU

Prof. Dr. Suwarto, S.H., M.H., serves as the Head of the Academic Senate of Universitas Sumatera Utara for 2019-2024. He was born in Medan on May 5, 1956.
Prof. Dr. Suwarto took his undergraduate degree at the Faculty of Law, Universitas Sumatera Utara and his master's degree at Universitas Indonesia (UI) Jakarta and graduated as a master of law in 1996. He then continued to pursue his doctoral education at the USU Medan campus. He graduated as a doctor of law in 2007 and was officially inaugurated as a Professor from the Faculty of Law, Universitas Sumatera Utara Medan on December 12, 2009.
Currently, Prof. Dr. Suwarto has the functional position of professor, with the position of associate principal supervisor at Level IV/d.

1. Provide input to the Minister regarding MWA's assessment of the Rector's performance in the academic field
2. Propose the appointment of members of the Board of Trustees to the Minister
3. Formulating USU's academic policy
4. Formulating policies for assessing academic achievement and the skills and personality of the academic community
5. Formulating norms and benchmarks for the implementation of USU while taking into account the principle of prudence
6. Provide input to the MWA based on its assessment of the Rector's performance in academic matters
7. Formulating regulations for the implementation of academic freedom, freedom of academic pulpit, and scientific autonomy
8. Provide input to the Rector in the preparation of strategic plans, work plans, and budgets
9. Supervising academic quality in the implementation of USU

  1. To consider the Rector on proposals for the opening and closing of faculties, departments, study programs, institutions, and other academic units
  2. Propose the preparation of MWA Regulations in the field of academic policy
  3. Make and stipulate Academic Senate Regulations
  4. Consider the draft Rector Regulation in the academic field
  5. Proactively capture and pay attention to the views of the academic community and the general public related to academic quality in the implementation of Universitas Sumatera Utara
  1. Preparing USU academy policies in the field of education
  2. Supervising academic quality in the field of education
  3. Preparing input scripts that will be given by Academic Senate to the Board of Trustees regarding Academic Senate's assessment of the Rector's performance in academic implementation in the field of education
  4. Formulating regulations on the implementation of academic freedom, freedom of academic pulpit, and scientific autonomy
  5. Preparing Academic Senate proposals on policies for assessing academic achievement and the skills and personality of the academic community in the field of education
