Minister of Research and Technology Expects Universities to Have Flexibility and Change the Paradigm of Thinking

The 2019 PTNBH Academic Senate Assembly (MSA) Plenary Session opened at the USU Student Center on Monday (18/2). The Plenary Session, which was held until Tuesday (19/2).
Medan - USU Public Relations: No less than 107 delegates from 11 Academic Senates of State Universities with Legal Entities (PTNBH) throughout Indonesia attended the Opening of the 2019 PTNBH Academic Senate Assembly (MSA) Plenary Session, which took place at the USU Student Center, Monday (18/2). The Plenary Session, which was held until Tuesday (19/2), was opened by the Indonesian Minister of Research, Technology and Higher Education (Menristekdikti), Prof. H. Mohamad Nasir, Ph.D., Ak, which was marked by beating a gong. On this occasion, the Minister also appeared as the keynote speaker.
In his remarks, coupled with the presentation of material entitled "Development of Human Resources and Infrastructure in Realizing PTNBH as WCU," the Minister appreciated the delegates who attended—considering that it never reached a large enough number in implementing previous sessions.
"I see a change and increase in the number of participants in activities like this. And it should be seen as a new step to start improvements in the PTNBH body," said the Minister.
He mentioned that there should be changes in PTNBH, especially in improving the quality of human resources. This is also related to the considerable authority given to PTNBH, especially in budgeting and financial management, because it is considered the most mature and ready institution.
"The Academic Senate must be able to change the paradigm of thinking when facing the Industrial Revolution 4.0. Higher Education must also have good flexibility, high performance and fast-paced," he said.
Prof H Mohamad Nasir emphasized that the government pays considerable attention to research development and innovation in universities, especially PTNBH. Previously, only 0.08 percent of the research budget has now increased to 0.25 percent of the Gross Domestic Product (GDP). For this reason, the Minister expects that research in Indonesia can be applied immediately to benefit the wider community.
The Minister will also encourage 11 PTNBHs to be included in the world-class university rankings. He stated that this has been conveyed to the President and has been approved.
"We are currently making a scheme, one of which is to boost PTNBH that are ranked in the top 500 to enter the top 200 in the world," said Prof. H. Mohamad Nasir optimistically.
Next, the Minister also emphasized that all ministerial regulations have been prepared to welcome the Industrial Revolution 4.0. The distance education system has been launched. So, it becomes very important for all universities to make quick changes.
"If we do not make changes, we will be left behind. Even universities will die by themselves. The overhaul of the nomenclature of study programs must also be carried out on a large scale and adjusted to the real conditions that exist today," he said.
In addition, the Minister also emphasized that linearity in the disruptive era is no longer done. Cross-sectoral is now no longer questioned and has been well integrated.
"Every scientific field is interrelated in the disruptive era of the Industrial Revolution 4.0. It can no longer stand alone. Students must be prepared to respond to these changing conditions to adapt well," he said.
Meanwhile, the previous Chairman of the Academic Senate-Assembly of PTN BH, Prof. Ir. Priyo Suprobo, M.S., Ph.D., stated that the most important thing that must be considered in developing PTNBH is the issue of human resources. Especially related to the readiness to adapt to the speed needed in the era of the Industrial Revolution 4.0.
USU Rector Prof Dr Runtung Sitepu, SH, M Hum, in his remarks at the beginning of the event, said that the appointment of USU as the host was an honor that was welcomed with joy. The Rector hopes that new, sharper, and more strategic thoughts can be born from this meeting to improve various things in the existing system at all PTNBH. This must also be adjusted to the various changes that occur in society and in line with the demands of an era dominated by technology.
Accompanying the Minister were the Secretary General of Kemenristekdikti, Prof. Ainun Naim, Ph.D., MBA, and other Ministry of Research and Technology officials. While from USU, USU Rector Prof. Dr. Runtung Sitepu, SH, M Hum, Vice-Rectors, Chair and Secretary of the Board of Trustees, expert staff, and other institutional leaders at USU were present.
The other two speakers were Prof. Yanuarsyah (Kemenristekdikti Central PAK Team), who presented the material "Implementation of PAK at the Central level," and Prof. Juanda Nawawi (UNHAS), with the material "Strategy for Accelerating Professor Appointments." (PR)
